Egress Window Pricing in Billings, Montana

The five things that set your number
1. Foundation type. Billings splits by era. Much of the pre-1960 stock on the South Side and in the Central neighborhoods sits on concrete block or older poured walls; block comes out course by course and often prices toward the low end. The 1970s-and-later construction that fills the Heights and the West End is poured concrete, which needs full diamond-blade wet sawing. Details on the concrete cutting page.
2. Dig depth and grade. The City of Billings design criteria put frost depth at 36 inches to the top of footings, and the drainage bed has to function below that. Add the new sill height and you are typically digging 5 to 6 feet. A walkout-style lot in the Heights with grade already stepped down means less dirt; a full-depth basement on flat West End ground means more.
3. Access. A mini excavator through an open side yard makes the dig a morning. The tight lots on the older South Side blocks, or a Heights side yard with a fence, an air conditioner, and a gas meter in the way, can force a hand dig that adds several hundred to over a thousand dollars in labor. This single variable explains most of the spread between two jobs that look identical from the street.
4. Soil and water. The USDA soil survey for Yellowstone County maps the terraces between Billings and Laurel as deep silty clay loams and silty clays, and it counts roughly 82,000 acres of saline or sodic soil in the county, ground the survey describes as slow to pass water with high shrink-swell potential. Homes with a working footing drain get the well’s gravel bed tied straight in, clean and economical. 5. Window and well choices. A quality vinyl egress slider is the sensible default. In-swing casements clear the 5.7 square foot net opening in a smaller rough opening and cost more. Wells run from galvanized corrugated steel (cheapest, 15 to 25 year life) to composite (decades, no rust) to stone-look modular (the premium look for a visible spot). “All budget picks” versus “all premium picks” on the same hole is commonly $1,500 to $2,500 apart.
Sample Billings scenarios
These are illustrations of how the variables combine, not quotes.
- 1958 ranch on the South Side, block foundation, narrow lot. Block cut keeps the sawing cost down, but the side yard forces a partial hand dig and there is no footing drain, so a dry well goes in. Expect the middle of the range, roughly $4,500 to $5,500.
- 1988 bi-level in the Heights, poured wall, open side yard. Machine access, poured wall cut, steel well with ladder, tie-in to existing drain tile. Low-to-middle of the range, roughly $3,800 to $4,800.
- 2005 West End two-story, poured wall, builder rough-in absent. Full-depth dig on flat ground, composite well, casement window for a smaller opening. Middle-to-upper, roughly $5,000 to $6,500.

Smaller jobs, explained
Window well replacement, $1,000 to $3,000. The original corrugated wells on 1970s and 1980s Heights homes are 40 to 50 years old and rusting through at the soil line. Replacement means digging out the old well, rebuilding the gravel bed, anchoring a new code-sized well, and adding a ladder if the well is deeper than 44 inches. Material drives the spread. Basement window replacement, $400 to $1,100 per window. Existing opening, no cutting, no permit for a like-for-like swap in most cases. Covers, $150 to $600. Clear polycarbonate keeps snow, leaves, and the neighbor’s cat out of the well. Code says it has to release from inside without tools or keys, and we only install covers that do.
Drainage repair, $300 to $1,000. A well that fills every spring is almost always a drainage problem, not a well problem. Digging out the silt, rebuilding the gravel bed, and tying into drain tile or a dry well fixes it for good.
Permit fees, plainly
Inside Billings city limits, the Building Division bases remodel permit fees on the contract price or the estimated value of labor and materials, and it requires online submission through its CityView portal. We put the fee on your quote at cost, typically $150 to $600 with locates and paperwork, and we list it separately so you can see it. Laurel has its own building department with its own schedule. Lockwood, Shepherd, Huntley, and Columbus issue no residential building permit, so there is no fee, and no inspection either; we build to R310 regardless.
Reading competing bids
Three questions sort the bids fast. What lintel or header goes over the opening? Where does the water in the well go? Is the permit fee on the quote, and who pulls it? A bid that is $1,500 under everyone else’s is usually missing one of those, and you will not find out until the crack appears above the window or the well fills in April.
