Egress Window Questions, Answered for Billings

These are the questions we field most from Billings homeowners, answered straight. The numbers come from IRC Section R310 as adopted in Montana’s 2021 residential code, the City of Billings Building Division, the state Building Codes Program, and the USDA soil survey for Yellowstone County, not from a sales script.

If your question is about a specific wall, the free on-site measure is the honest answer. Full details on the work are on the egress window installation page, prices on the pricing page, and the permit story by town on our pages for Laurel, Lockwood, and Columbus. Frequently Asked Questions

What size does an egress window have to be in Montana?

Montana adopts the 2021 International Residential Code, and Section R310 sets the minimums: a net clear opening of at least 5.7 square feet (5.0 square feet only for grade-floor openings), a net clear height of at least 24 inches, a net clear width of at least 20 inches, and a sill no higher than 44 inches above the floor. The City of Billings Building Division publishes those same numbers on its website.

Does the window well have to meet a size too?

Yes. When the window sits below grade, IRC R310 requires a well with at least 9 square feet of horizontal area, at least 36 inches wide and 36 inches out from the wall, so the window can open fully and a person can climb out. If the well is deeper than 44 inches it needs a permanently attached ladder or steps.

Do I need a permit for an egress window in Billings?

Inside Billings city limits, yes. Cutting a foundation opening is a building permit through the City of Billings Building Division, submitted online through the CityView portal, with a final inspection when the work is done. We pull it and schedule the inspection as part of every job.

What about Lockwood, Shepherd, or Huntley? Who permits there?

Nobody, for a house. Yellowstone County does not issue building permits or certificates of occupancy outside Billings city limits, the city's own FAQ says the State of Montana governs the area outside the city, and the state Building Codes Program exempts residential buildings under five dwelling units. So there is no residential building permit and no inspection in unincorporated Yellowstone County. We build to IRC R310 anyway, because the next home inspector and appraiser will measure the opening.

Does Laurel have its own building department?

Yes. Laurel is a certified building code jurisdiction in Montana with its own city building department covering the city limits. Egress work in Laurel gets a Laurel permit and a Laurel inspection, not a Billings one.

How much does an egress window cost in Billings?

A full install (cut, window, well, drainage) runs $3,500 to $6,500 for most homes. Well replacement is $1,000 to $3,000, a basement window swap in an existing opening $400 to $1,100, covers $150 to $600, and drainage repair $300 to $1,000. Permit fees of roughly $150 to $600 are itemized. Foundation type, dig depth, soil, and access move the number; the free on-site measure pins it.

Is my basement bedroom legal without an egress window?

No. IRC R310 requires an emergency escape and rescue opening in every basement sleeping room. Without one, a home inspector will flag the room, an appraiser will not count it as a bedroom, and the city will not sign off on a finish permit that calls it one. It is also the exit your family uses if the stairs are on fire.

Can I just enlarge the small window that is already there?

Often, and it is common in older Billings homes. Enlarging still means sawing concrete, because the sill has to come down to 44 inches and the width has to grow for 5.7 square feet. Excavation, the well, and drainage cost the same either way, so enlargements tend toward the lower half of the $3,500 to $6,500 range rather than dramatically below it. If the old opening sits under a beam pocket or over a sewer line, a fresh cut two joist bays over is the better job.

How long does the installation take?

One to two days on site for a single window. The City of Billings quotes four to seven business days for the initial review of a complete residential permit application, so from signed quote to finished inspection is usually two to three weeks in season.

Can you cut an egress window in winter?

Sometimes. Billings designs to a 36-inch frost depth, and once the ground is frozen that deep, excavation slows or stops. Chinook thaws open up windows in most winters, but we do not plan around them. The dependable dig season is roughly March through November. Interior work like basement window swaps in existing openings runs all year.

Why do window wells in Billings fill with water?

Because of the ground. The USDA soil survey maps the terraces between Billings and Laurel as silty clay loams and silty clays, and describes the county's sodic soils as slow to pass water with high shrink-swell potential. A well set in that clay with no gravel bed and no outlet holds water. The fix is drainage: a gravel bed below frost tied into the footing drain, or a dry well where there is no drain tile. Snowmelt and May rain then have somewhere to go.

Does a window well cover have to open from inside?

Yes. IRC R310 requires that any well cover, grate, or bars release or open from inside without keys, tools, or special knowledge, and without more force than the window itself needs. A screwed-down cover on an egress well fails inspection and defeats the point of the window.

Is radon a reason to add egress?

Not directly, but it is part of why basements here get finished and lived in, and every finished sleeping room needs egress. Montana is heavily EPA radon Zone 1, 49 of 56 counties, though Yellowstone County itself is mapped Zone 2 (moderate potential). Stillwater County, which includes Columbus, is Zone 1. EPA's advice is to test every home regardless of zone, and a finished basement with a radon mitigation system and a code egress opening is a basement built the right way.

Are your installers licensed?

Montana does not issue a general contractor license. The Department of Labor and Industry registers construction contractors that have employees, and independent operators carry workers' compensation or an exemption certificate. The crews we send are registered as required and insured, and they will show you the paperwork. We do not print a registration number on a website to look official.

Will the room pass inspection?

We build to the exact R310 numbers and the 2021 IRC as adopted in Montana, and we meet the inspector on site. We will not guarantee a city inspector's decision, because nobody honestly can. Building to code and handling the permit properly is why finals go smoothly.

Does adding a legal bedroom raise my home's value?

Appraisers only count conforming bedrooms, so a three-bedroom with a finished basement room that has no egress is still a three-bedroom on paper. Adding the opening is what lets the room count. Nobody can promise an appraisal outcome, and be wary of anyone who does, but in a market where Billings rental vacancy has been running near 4 percent, a legal extra bedroom is one of the highest-return basement projects there is.

Which window style is best for egress?

For most Billings basements, an egress-rated vinyl slider sized to beat 5.7 square feet with margin. Where the rough opening has to stay small, an in-swing casement clears the number because the whole sash swings out of the way. Both are low-E, dual-pane. We show the net clear opening math on the quote so you can see the window clears the code, not just the sticker.
